The Commissioner for settling the accounts of the Army to whom was referred a letter from Gen^l St Clair, begs leave to report. That the General Officers of the Army are not confined in their drafts to any particular quantity of rations or [undecipherable] [undecipherable] It is [undecipherable] easy to [undecipherable] these accounts with[out] a collection of these accounts from the Commissioner [undecipherable] such quantities they have [undecipherable] and [undecipherable] in [undecipherable] they have [undecipherable] and it is [undecipherable] upon [undecipherable] allowances. The Commissioner does himself the honor to enclose [undecipherable] a letter from M^r [undecipherable] showing that [undecipherable] the [undecipherable] accounts [undecipherable] in any of the public offices. and has understood from the Generals that he was unable to [undecipherable] it He therefore begs leave to submit, the propriety of such an order directing the General Officers absolutely [undecipherable] the [undecipherable] whole [undecipherable] and [undecipherable] an [undecipherable] [undecipherable] from time to time to [undecipherable] supply [undecipherable] [undecipherable] from [undecipherable] for [undecipherable] [undecipherable] [undecipherable] nations, an account of their nations, prior to the admission of their demands for [undecipherable] and [undecipherable] of that matter.
