Your Letter of the [undecipherable] has been received. I am of Opinion that your reasoning is founded on the Principles of Justice, but I find that the allowances you propose to make are not Conformable to the resolves of Congress, which the Board of Treasury are of Opinion are your only guides, & from which no Commissioner can depart. It appears to be the design to the Board that the States Accounts shall be reduced to this standard on the final settlement. The variation from is admitted when in Congress, & by some Appointments for that Purpose, when all those Cases of Equity are finally brought together, when we examine the resolutions respecting allowances to accounts which join the Army. I find them the same as the Militia, it may not be reasonable to allow the latter a Compensation, an expence farther than has been always paid to the former. I most especially as the expence in travelling could not be greater.
