Your Letter of the 26th ulto has been received. I am of Opinion that your reasoning is founded in the principles of Justice, but find that the allowances you propose to make are not Conformable to the resolve of Congress which the Board of Treasury are of Opinion you are only guided by, from which no Commissioners can depart. it appears to be the proper to the Board that the States Accounts should be reduced to this standard on the first instance, &the variations from is admitted when in Congress, a by some Appointments for that Purpose, when all those Cases of Equity are finally brought together, when we examine the resolutions &respecting allowances to accounts which join the Army. I find them the same as the Militia. it may not be reasonable to allow the Latter a Compensation in expenses farther than has been always paid to the former. &more especially as the expence in travelling could not be greater.
