That the United States cannot be Answerable for the depreciation of the money in Mr Stores hands as he was the Person who legally had an Authority to receive it and whose receipts were the same to the Public as if the said Officers themselves had received it.

That independant of the expectations of the Regiments from the Vacancy, which may arise on their on the promotion of a Colo to the rank of a Brigadier on this Establishment, the Officers have a Claim to promotion by Virtue of Vacancies, which have or are Supposed to have arisen
