To the General Officers in the Army I am informed had the liberty of drawing provisions from the Commissaries & Issues to any amount they pleased on their own order, and have not generally settled their Accounts with that department.
And as the Officers in general drew forage under the Quarter Master department, and where they received money in lieu of it, were paid from that department also, I have therefore not Considered myself warranted to Settle any Accounts of this Natures, for want of a proper information from the departments in which they arose; you will Oblige me therefore (if it is in your power) to furnish me with such Accounts as will ascertain the provisions drawn by the General Officers and the forage or money in lieu of it drawn by the Officers in general; in Case you cannot give me this information I wish you would please to Assign the reason.
