New York September 26. 1786 Sir As the General Officers in the army I am informed had the [strikethrough: provision] liberty of drawing from the Commissaries of [?] pro- visions to any amount they pleased, on their own orders, and have not generally settled those accounts [strikethrough: with that department.] And the officers in general [inclining?] draws under the Quartermaster de- partment; and where they need [in law of?] money, and need that that also department also, I [have] therefor [not?] considered myself warranted to settle any amounts of this nature, for want of a proper information from these departments, in which they arose.
