Agreably to your request of the 13 Instant, I have Inclosed you a return of Moneys charged Colt Joseph Wood, the Charge of £3093.15/ is taken from a return made by me which does not Specify the purposes it was drawn for but I have reason to Suppose it was on the recruiting Service. The Officers of Colt Woods Regiment are who that they made a Settlement with him and Considered themselves exempted from the [undecipherable] received for the recruiting Service and do I not find any one of them to have Acknowledged any monies received from Colt Wood in their Settlements made with me —

I have run over and arranged your Vouchers the principle part of which appear to be the payment of the money you received from Virginia for the use of the State and which ought to be accounted for there. you will see that I have made some cursory Observations on your charges arising from the present appearance of the Vouchers, which will give you a just Idea how they may be Considered, and an Opportunity to remove the Objections that arisen on them.
