the Officers and Men Voluntarily gave Credit for the Same on their Settlements. Mr Hockley having this day also Exhibited his Account of these advances to me in Order to be Obtain a discharge for the Same, and it appearing to me improper that the United States should bear any loss in Consequence of the failure of the State in making the Stoppages or that they should be Chargeable with this Money at a greater Value than the State has deducted the Same from the Line, I have done myself the honor to address the Board, and to request that if it is proper the State may be either called upon to Exhibite the Acct of Stoppages made for this money or that the whole Sum Should be charged at once to the State after deducting sums as have been accounted for or now on the Settlements of the Line. I am induced to propose this the more readily because this is one of the States that has taken on it self an unauthorized to settle with its Line for the Year 1781, and which has neglected to Call on the Officers of the United States for any advances —
