[undecipherable] Gentlemen Office of Army Accounts New York Septem. 15. 1786 Att. 61 Deputy Paymaster in Virginia received from that State, in the year 1781 a large Sum of State Old Em[undecipherable: Emissions], and paid into the hands of Lieut: Charles Stockley the Paymaster to the Line the Sum of one Million Six hundred & Sixty Six thousand Six hundred & Sixty Six dollars and two thirds, which Sum M^r Stockley informs me he advanced to the Officers and Soldiers on Account of that year, and Exhibited his Account for these advances to the Auditors of the State soon after they had commenced their Settlement with the Line who refused to receive it, this he says he believes that most of the Officers & Men Voluntarily gave Credit for the Sum on those Settlements. M^r Stockley having this day also Exhibited his Account of these advances to me, in order to Obtain a discharge for the Same, and it Appearing to me improper that the United States should bear any loss in Consequence of the failures of the State in making the Stoppages or that they should be Chargeable with this money at a greater Value than the State has deducted the Same from the Line, I have [undecipherable] only [undecipherable] the [undecipherable] to [undecipherable] the Board, and to request that the [undecipherable] of Justice the State may be either Called upon to Prohibit the Account of any Stoppages made for this money or that the whole Sum [should] [undecipherable] [undecipherable] actions as have been accounted for to [undecipherable] [undecipherable] be charged at once to the States.
