New York September 14. 1786.
I hope you will consider as a sufficient excuse that I have delayed answering your favor of the 2 instant, in order that I may give you a better Opinion on the subject of it.
I am of Opinion that the charges for bounty Authenticated in the Manner of the inclosed Papers, is in sufficient that you and the other State Commissioners must be either furnished with the Muster and an Account of the bounty paid for by the United States from my Office, or the Accot must be sent to me and Checked. in this Opinion are the People in Office, with the most of whom I have consulted.
The Resolves of Congress of April 10. 1780 and May 15. 1783. with several Others sufficiently shew the uniform sense of Congress respecting the Principles of the depreciation both in respect to the Continental Army & the Militia. I suppose that the States were Authorized during the times of the Old Money times to pay in that currency only and that nothing but Particular Resolves, can warrant the making up a depreciation on this money in any instance whatever. the State therefore must produce this Authority and where they cannot shew it, their Accounts cannot be allowed. of this Opinion are the Commissioners of the Treasury who have Accordingly written to Mr Gorham signifying their disapprobation of his Conduct.
