I am induced to Inclose these extracts from a Supposition that the Principles which M^r Gorham has adopted may Contradict the System Established by Congress by Sundry Resolutions and more especially by those of April 10. 1780. & May 18. 1783. and that they may create an inequality in the allowances made to the Other States for depreciation.
