Mr Pierce presents his Compliments to Mr Jay, is informed that Congress refused to him [undecipherable] a letter from the Board of Treasury respecting the propriety of sending to Canada after one Phelon, who has stolen Certificate papers from Mr Pierce's Office, this Phelon may with the papers and his knowledge of the Checks of the Office do very Considerable Michief to the United States. According to the Custom of Nations he cannot be delivered up, may he not be Arrested, his baggage examined and such Certificate papers as is found on him secured? Mr Pierce is unwell and unable to go out which is the Cause of his not waiting on Mr Jay on the Subject and he begs to Suggest the necessity of any step is taken that it be done immediately.
