[To President of Congress Sept. 8. 1785 Copied.] On the Petition of M^r [strikethrough: Lieut] Duncan Campbell the Pay^r General to whom the same was referred, beg leave to report; That it appears Cap^t. Campbell was mustered as supernumerary in June 1779 prior to any promises of depreciation or half pay agreeable to the principles [undecipherable] by Congress [undecipherable] for life, for which reason, he cannot be entitl'd to either as an Officer in the United States. 1^st That his pay for arrears in the Quarter Masters department comes properly under the examination of the Commissioners appointed for that department, who are sufficiently [undecipherable] who is sufficiently authorized to adjust the same on proper evidence of his service. Gortstale?] That his claim for pay in his late [W?] regiment [strikethrough: comes] [strikethrough: must] be paid in the same manner with other [strikethrough: must] must properly before the State of [undecipherable] [undecipherable] and therefore [strikethrough: no particular interpretation] (1) That his claim for advances made in the recruiting Service, the your Commissioners considers himself sufficiently empowered to adjust on [strikethrough: the foregoing] proper being produced.
