Your Letter of the 24 July being received
I have attended to its inclosures. your Account of expences
I do not know what to advise you concerning. my Instructions
are of such a Nature that I cannot take them up. and I do
not Know the Office that has a proper Authority to do it.

properly before Mr Millegan. Those by Mr [undecipherable] for
