Your letter of the 24th of July being received, I have attended to its contents - your account of expenses I do not know what to advise you concerning, my constructions are of such a nature that I cannot take them up, and I do not know the officer that has a proper authority to do it - the certificate by [undecipherable] and Townsend as A.C.S. comes properly before Mr Milligan, those by Mr [undecipherable] for Townsend as [strikethrough: off] U.S Agent comes properly before [undecipherable: N.
