Your Letter of the 27 ulto: is received
if the money has never been out of your hands, you are Answerable to the men for nothing more than you received from the Public; you could not keep its depreciation & Oblige the men to come to you for it, in this light you will be also considered when you Settle your Accounts with me provided You make it Appear that the identical money is in your hands which you received for the Regiment it is necessary that you come on & Settle you Acct as soon as possible.
in respect to the depreciation, if your State will not take on its self a Settlement of it. you will not Obtain it, because Congress have not given to any description of persons except such as were in Service on the 10th of April 1780
