On the 16 Instant I received your clame as Colo. for pay as Col. from Jan[undecipherable] to the end of the war — as I have not entered into any examination of the same, for the reason that the act of Congress which took place the first instant & which has been published for nine months in most of the News Papers in the United States, has totally Abbarred all Settlements of the Army against the public made after that period.
