Dear Sir New York August 25, 1786
Your Letter of the 17th came to hand Yesterday. your hint respect to Monies omitted to be stopped from and over drawn by the Officers I am Obligd to you for and will thank you to make out a list of Such sums as come to Your Knowledge and transmit the Same to me. we are taking Measures to institute Actions against such persons as must refund Money. but untill that is done am not able to give you or any person instructions on the Subject.
Since my report to the Secretary at War ascertaining the Ballance due to the Officers in Specie on Acct of their Pay I have not had any agency in that buisness when the Money is furnished I shall take the proper Steps to get it into their hands. but from the present Situation of our finances I have but little hopes of that being done
