Major Whitcomb who Commanded an In-dependant Corps of Rangers, having made an Application to me for the Pay & depreciation due to Sundry Soldiers who Served in his Corps and who belonging to that district of Country Called, the New Hampshire Grants or Vermont, have not been Considered as of the quota either of New York or N. Hampshire — as the depreciation of the Army by the Resolutions of Congress is to be made up by the Respective States to which the Soldiers belong, I do not find myself Authorized to Contradict that System, and therefore have done myself the Honor to request, if it is proper an Exception should take place in this Instance that I may be directed Accordingly.
