Sir,
Your account that was inclosed by Colo Proctor in his letter to me was laid before Mr. Burrall, the Commissioner appointed to liquidate the accounts of the Commissary & Forage departments — Mr. Burrall informs me it is necessary that you procure a Certificate from Mr. Martin the time you acted as Statesmen and what monies (if any) you received of him on account of your services — This Certificate being procured Mr. Burrall will give a Certificate for the Balance found due — He objects to a Settlement untill such a voucher is presented, as the Commissioners for the several States were authorised to settle those accounts paid Mr. Burrall has no evidence to shew that your account has or has not been already done — Colonel Proctor will forward on such evidence as you may procure to obtain a settlement —
