[undecipherable] That the Commission for Settling the accounts of the army [undecipherable] advances offered the memorial of [undecipherable] book [undecipherable] department, has been to report, That the 8^th of April 1781, your Commission [undecipherable] the accounts of all the army [undecipherable] without their [undecipherable] [undecipherable] usual mode of paying the [undecipherable] these [undecipherable] who comes from which was [undecipherable] the [undecipherable] been [undecipherable] voted by the Commissary of [undecipherable]. That your Commission omitted the settlement [undecipherable] their depreciation, in consequence of the above mentioned resolutions, and that I have gone the first day of August 1780, a [undecipherable] always been [undecipherable], for [undecipherable] That the State of Connecticut [undecipherable] for that time. That your Commission is in his [undecipherable] with these officers, and considers them as the Governor of this State and [undecipherable] captains, to be a sufficient number to settle their accounts as exists of law in his department. That the Memorial also traces clearly [undecipherable] depreciation next pay from the States [undecipherable] for the difference between the eligiment of Lieutenants and Captains, has been for some reason unknown to your Commission [undecipherable] been enacted by the legislature of the State, [undecipherable] only [undecipherable] of the memorialists, and as well [undecipherable] report the Secretary at War, [undecipherable] very justly [undecipherable] so that the state be authorised [undecipherable] agreements to settle with them as Captains instead of Lieutenants.
