In answer to your application in behalf of Col.o Pennill. late of the Georgia Line. I do myself the honer to inform you that when I was in Georgia I had a Consultation with the Audition General of the States the principal Officers of the Line whenever we Examined into the different arrangements the Regimantal Records the Muster & Papers of the State & made out jointly the Inclosed history of the Arrangement deathy[?] Resignations of the Officers wherever the Col.o is returned resigned on the first day of January 1781 as this Arragementhas hitherto been Considered by me as binding. and delivered & delivered into the in to the Secretary at War for his Approbation & record. I do not conceive myself at Liberty without explicit[?] Authority to depart from ut and therefore must decline the issue of his Communication
