Sir In answer to your application in behalf of [undecipherable] late of the [undecipherable] heirs, I do [undecipherable] to inform you, that when [undecipherable] in Georgia, I had a consultation with the [undecipherable] head of [undecipherable] to the principal Officers of the [undecipherable] and Pendleton [undecipherable] of the States, and any and [undecipherable] [undecipherable] we examined into the different arrangements the [undecipherable] records [undecipherable] the Papers [undecipherable] the muster & the [undecipherable] of the States [undecipherable] jointly the [undecipherable] [undecipherable]. A history of the [undecipherable], deaths and resignations of the Officers, wherein the [undecipherable] resigned on the 1 January 1781, [undecipherable] as the [undecipherable], has been hitherto, considered by me as binding, [undecipherable] [undecipherable] in to the [undecipherable] for his approbation, and [undecipherable] — I do not consider my self at liberty without a special authority to depart from it, and therefore must decline the [undecipherable] of his representations.
