Sullivan, who was an officer of the Calvary and supposed to have been concerned in to a revolt of the Pennsylvania Troops. I humbly presume that this application was not improper, and that by it I have not violates the rights of Mr Sullivan — he has however undertaken to arraign the propriety of this proceeding and to call me in an very imperious manner for his settlement — Would Mr Sulliv I therefore taken the liberty my again to request the [attention] to your Excellency and Congress to [his claims] and to enclose copies of the correspondance which [has passed on the subject of them]
