I beg Leave to make the following Statement of his Business transacted by him. He Settled the Accounts for the year 1781. of 43 Officers & 512 Men. for the year 1782. of 36 Officers & 693 Men for the year 1783. of 36 Officers & 647 Men & the Commutation and gratuity. he received from me in March 1784 Certificates for the Non Commissioned Officers & privates amounting to 199.054. ²²/90 Dollars. and in May & June afterwards to the Amount of 27.490. ^{3[undecipherable]} Dollars. he drew his pay in the Regiment to the 2^d. of November 1783. his Subsistence as a Captain to the 1^st. of July 1784 the privates whom he had Certificates to distribute in one of the years were about 163 Canadians. 120 Pennsylvanians. 24 Men belonging to N.Yks. 24 to the State of Massachusetts. 42 to Connecticut. 75 to Delaware. 9 to N. Jersey. 37. to Maryland. 17 to N. Hampshire & 70 that [strikethrough: did not] belong to any State. about the first of April last he Exhibited his Accounts of Issues & delivered up to me 25.864 Dollars in Certificates which remained in his hands, and there is now no impediment to the final Close of his Accounts excepting that it is Conjectured that he has been imposed on by some forged orders which have been presented to him and not detected in his Payments. Sir Office of Army Acc^ts June 24.^th 1786 I take the Liberty to inclose to your Excellency and Congress an Extract from the Public Books of the Monies unaccounted for Col.^o Joseph Wood who [strikethrough: also] with many others left the Service Several years before the Conclusion the War, have been Called on particularly to Account, and have delayed or refused to render any information in what manner, if at all. the monies committed into their hands have been disposed of. the Consequence of which has been that the Officers to whom the money was most probably paid by them have had their Accounts delayed greatly to their prejudice. the Public Offices have been denied that information which is very Essential for Checking the regimental Accounts and in many instances, the Treasury has been deprived of Considerable Sums clandestinely secreted for Private Purposes — as I cannot find that any person has a Compulsory Power to bring those Persons to Account in a Court of Justice I beg leave to Submit this Subject to the Consideration of Congress that such Steps may be taken as shall be just and Expedient.
