Sir
I am requested by Colonel Wells to inform you the inclosed Account. He urges that the State of Virginia may be charged with 10,000 Dollars advanced by him from the United States on the 9th of May 1780 and that haying be permitted to settle with the State for his expenditures — In my opinion there can arise no objection to this proposal, and therefore on your certifying to me that the Colonel having accounted with you further down the State will be answerable for the same to the United States, I will make the necessary entry in my books that will balance his Account —
