[15]
Sir,
I am requested by Colonel Wells to inform you the enclosed Account. He desires that the State of Virginia may be charged with 10,000 Dollars advanced by him from the United States on the 9th of May 1780 and that having to settle with the State for his expenditures — In my opinion there can arise no objection to this proposal, and therefore on your certifying to me that the Colonel having accounted with you further about the State will be answerable for the same to the United States, I will order the necessary entry in my books, that will balance his Account.

Dear Sir,
Lieut. Sullivan has apply'd to me for his pay and Commutation, but some suspicion existed that he was concern'd in a revolt of the Pennsylvania Line, I referred his claims to Congress and have received no directions respecting them.
