New York May 6 1786 Dear Sir Your favors of April 22 [undecipherable: last?], your letter of [undecipherable] of March with its enclosures is arrived — in respect to the [undecipherable: specie] subsistence still due to the Mary land and other Southern Officers, I am at at a loss how to conduct myself, but as there is no money or prospect of any I presume there is no [undecipherable] by the present [undecipherable] to admit the whole or [undecipherable] alter the [claims?] of the Officers respectively or totally to refuse the allowances. we have [undecipherable] so many instances of deceptions that I [should?] rather wish not to admit claims which may be made by [undecipherable: our] considerable numbers with-out [some?] further [undecipherable] than their attestation. I have already informed you that M^r Mifflin will not come on to Annapolis, I would [urge?] you therefore to forward therewith your Papers by M^rs White. The [undecipherable] are not are settled with the Foreign [Affairs?] Department or rather the Quarter masters that existed at the time [undecipherable] when it ought to have been done. as the [knowledge?] of the quantity [thereon?] and of the [settlements?] made can only rest with them.
