New York 1 April 1786 Dear Sir

Having a leisure moment I have settled the accts. of Cap. Alexr Ramsay, and enclosed you will receive a Certificate No. 93,894, for sixty eight 16/90 Dollars, the amount of said account — I have also enclosed you the accounts of Cap. Ross for rations which I am unable to liquidate, as no rations are now admitted previous to the 1 June 1778: This was given to Mr Pierce in his instructions from the Superintendant of Finance, as all the Officers previous to that period were allowed to draw all the rations due them, and this Office having no checks on those accounts they cannot be admitted — I cannot give you any information of James Willson until I know the regiment he was in previous to his death — You will please to send me a receipt for Mr. Ramsay’s Certificate. Description

The author is settling the account of Captain Alexander Ramsay and sending a certificate for the amount of sixty eight and 16/100 dollars($68.16 )for that purpose. However, he cannot act on the request regarding Ramsay's rations since such requests for amounts drawn prior to June 1778 are no longer valid. He cannot act on James Willson's request until he is informed of Willson's regiment.
