[M^r White — March 13 1786 — Copied] New York March 13 1786 Dear Sir Your Letter of the 3^d Instant is before me — It will not be very [undecipherable] I but even need on the account of as many [undecipherable] the [undecipherable] Commissioned Officers and Privates before you to that of the Officers of the line — the latter of which I presbe may be ready no sooner as convenient— [undecipherable — document damaged] eighty [undecipherable] do dot dated March 13 1786 [undecipherable] from [by the Post the] Nov 16 1783— I shall be unwilling to be[undecipherable]guard, as only copy of an account [undecipherable] it will be better that the whole be made ready and entrusted in the hands of some safe person coming on by the Stage — M^r Betts had rather have the whole at once than detailed that he may be enabled to consolidate them into as few enclosures as possible— I have paid a strict attention to the demand of M^r Evans, I have ever considered that the right to promotion, was not an actual appointment and of course [undecipherable] entitled to any allowance. where such a right has existed the State having received the proper evidence of it, they have made the appointment; on which Commissions have been issued by the Secretary at War, and then the emoluments attending on the appointment followed of course— I am of opinion therefore that it will be necessary for M^r Levins to obtain his appointment from his State and, as confirmation of it from the Secretary at War previous to an allowance of his account— This I am somewhat doubtful whether the resolution of July 9^th & October the 1782 have not [undecipherable] precluded him— his account I have received you. The certificate for the pay of Lieut. [undecipherable] is [undecipherable] [undecipherable — document damaged] formerly mentioned— The letter which enclosed [undecipherable] Adams's account is also arrived— I [undecipherable] orders to deliver the certificates on his receipts for them before they are forwarded. The certificates you have mentioned to have enclosed in this letter are received viz. from N 43565 to 43569 inclusive and from N 43680 to 43711 inclusive, together with the margins of twenty five certificates left with your signed but not numbered seventeen of which were used in release of those discharged all of which are defaced. amounting in the whole to sixty four certificates.
