Gentlemen
Having attended to the Petition of Mr Giles Wolcott, on receipt received of directions from your Honorable Board, I am persuaded that the medley reflects the self reports to have been lost by him are the silent of our Army from Ticonderoga, connected with property [strikethrough: controlled] is [strikethrough: taken] by the United States.
This circumstance has made [strikethrough: him] this Petition [strikethrough: had more] [strikethrough: altered from one] received several stirs, which [undecipherable] [strikethrough: the] any [undecipherable], have been admitted. I proceed on these principals, that the money first, belonged was entrusted in New hands for the public service, and was not [strikethrough: his own] [strikethrough: actual] [undecipherable], not [undecipherable] [strikethrough: properly] — it appears to be [undecipherable] [strikethrough: probably to] [undecipherable] in respect to Mr Wolcott.
As The Commissariat of his regiment never having any [strikethrough: vouching] accounts [strikethrough: converted] into his hands, and not to the [undecipherable] [strikethrough: I am to presumed that] country [strikethrough: pay out — and, M Ticonderoga] that [undecipherable] for the [undecipherable] Department would never have directed the sum of Two Hundred Dollars to be [strikethrough: charged] from his pay, if it had been received for something especially as at the time there was a balance due to him on his account. I am therefore of opinion that Mr Wolcott [undecipherable] under no mistake, when he applies — the sum of 200 Dolls was [strikethrough: charged improperly] from his pay. — [undecipherable] appears to be answerable to the mistake in respect to the sum of 200 Dolls which he may be relived from
