[To the Board of Treasury January 16. 1786 Copied] Office of Army No. Jan^y 16. 1786 Gentlemen! A Resolution of Congress of the 10^th day of August 1785 having directed that the sum of eight [undecipherable] thousand dollars advanced Abel Westfall for the payment of a Waggon & horse Stores impressed by [General] Smallwood, should be charged to the Account of the General [undecipherable] Smallwood, and the General having declared to me that the above mentioned Waggon was impressed for the Service and applied to the use of transporting the Baggage of some of the Regiments under his command; and that at this [undecipherable] he cannot precisely recollect the transaction further than that he is well satisfied and is ready to make oath at any time when required that it was applied [to] the use of the public and that he never directly or indirectly applied that or any other property impressed by him to his own or other private use during his entire service in the Service, and that therefore [strikethrough: for which reason] he conceives that he ought not in justice to be charged with this money for which reason I by the I have therefore deemed myself the bearer to [undecipherable] this before the Board, that it may have consideration and if it meets with your approbation, be laid before Congress for a decision.
