[Copied] Litchfield December 21. 1785 Dear Sir, I have written to you several times for your Register of Certificates filed in my department which in fact is no other than a return of the number, letter, date & of each [undecipherable] you [undecipherable] delivered you with your first instructions. I wanted this for two reasons — to be informed of the business you have transacted, and to enable me to print a number of copies of the several States. In my return to my last application you have either refused to furnish me with this information which the[?] expense, I cannot suppose proceeds from a dissatisfied [undecipherable] or a wish to injure yourself yet it being very serious and may have serious consequences I wish you to understand in case you think proper to refuse this request I shall lay the subject immediately before Congress for their direction. I shall wait however for your answer as I am persuaded you have made an endeavors to oblige me [undecipherable] aid my devotion and as I have a full desire to cultivate your friendship and promote your Interest. The Vouchers and papers of your Army Office I wish you to forward to me by the first safe conveyance as they are ready as I wish to have your accounts [undecipherable] stated in your Books.
