Inclosed you will receive a written Certificate of Mr Nourse for 267 [undecipherable] Doll in lieu of the one sent me to be cancelled — Mr Nourse informs me that I am not authorized to pass a receipt in favor of the Commissary — he therefore could not give me a Certificate in the usual Form — This he informs me will answer every purpose — I have heard nothing further of your business at the Treasury.
