War Office 7 Nov. 1785. Sir, Congress have thought proper, in consideration of the impracticability of marching troops to the fron- tier, during the winter months, to suspend the fur- ther recruiting of soldiers until the first of next March. I have written to Major Wyllys to forward all the recruits he may have engaged to West Point, and if he should still be deficient twenty five men or upwards, that he should, agreeably to the orders of Congress, suspend the recruiting of them until the time above mentioned; but that if he should want only a few men to complete the quota of Connecticut, he should direct that they be re- cruited immediately and forwarded to West Point. I have thought it consistent with my duty to inform your Excellency of these circumstances.
