I do myself the honor to enclose you copies of correspondence respecting Col George's commission. It will will appear that I made two difficulties in granting it — the first I only now recapitulating —
that the military commission was superceded or lost acceptance of his appointment as Secretary to this Board of Inspectors — my opinion was founded on the principle that it was incompatible with the rules of Congress, that one person should enjoy the emoluments of two appointments, unless there is an express provision made for it, and that the acceptance of the latter appointments was of course a relinquishment of a former. — The question to be decided is therefore whether such a provision was made or not, mercifully exempts and which of under either and supposed appearances the public have [undecipherable] where the records of it are to be found Capt Jackson having given us no light on the subject, has led me to suppose that this evidence is in the War Office & has enclosed me a guarantee or my suit, that you will be pleased.
