War Depart 26th Octr 1781 —
Agreeable to your Letter of the 8th Inst Lord to have five thousand Powder Casks made. Contracted with Mr Oliver McKinster and William Crisp of Ball Dale to make One thousand, at the Shillings Pr Cask. The Conditions of Agreement are as follow, upon the delivery of the whole, that One half of the money, funds to be had at the War Office in New York and the Other half at the Same place in thirty days from that date —
For one thousand Powder Casks ordered that will Gov Price fifty pounds of powder each, at the Shillings Pr Cask you will please to pay unto the Said Oliver McKinster & William Crisp or either of them the Sum of fifty Pounds currency upon Application, and fifty Pounds like money in thirty days from that date agreeable to your directions in the Letter above mentioned

Sir, I have Considered the Refitting and Altering the Barrels in the Garrison. Now when returned to the Barrels I take Seventy One and a half short in No good Condon — but the Damages agreeable to the within Before this: But as the Damage at Seven costs forty one which makes in the whole Seventy two and half more than was estimated — then was three hundred and fifty Barrels taken out was then has first Returned, which it took to fill the Barrels agreeable to the Report Returns as every Barrel taken not fell Short of being over Very Considerable from one eighth to one fourth, and four to one half —
Enclosed is the Returns of the Ordnance Military I wrote to months there for the month of October 1781 — there was two hundred and forty seven Repaired and Cleaned during the month, which makes in the whole Eighteen hundred and Sixty four which has been done during the paper — agreeable to your Order the Armounr & Coopry is Discharged the day above mentioned —
