New York 25^th November 1785 [No 15] M^r [undecipherable] Paymaster General having by his letter of the 18^th Instant, tendered to me agreeably to the Directions of this annexed Resolution of Congress certain Certificates which remain with him unissued belonging to Inhabitants of this State, Before the Owners of them may have Recourse with the State on which there may be Balances due to the State [undecipherable], and [undecipherable] him, I have therefore to request that you would be pleased to take upon yourself the trouble of this Business, and am with great Respect Sir your Most Obed^t Servant, Geo Clinton [undecipherable] [undecipherable] Auditor of the State of New York --- Tuesday October 11. 1785 [Congress] assembled. Present as yesterday — [A report read] from the board of treasury, to which was referred a petition of [undecipherable] Nichols and Richard Boyd agents to the invalid corps and Harlem regiments on behalf of themselves [undecipherable] which [undecipherable] Corps, the agreement of articles in and the costs of [undecipherable] and [undecipherable]. Resolved That when the agents appointed to [issue?] Certificates, or the Balances due to the [officers?] of the late continental army (not appertaining to any [state]) shall have finally adjusted the accounts of their respective corps with the commissioners of arms accounts the board of treasury be and it is hereby authorized, to ascertain and report to Congress such compensation as from the report of the [said] Commissioners they shall judge [undecipherable] to the [undecipherable] of [undecipherable] Resolved That the Certificates which [were] delivered to the respective agents abovementioned, to the owners [undecipherable] to whom they belong be returned to the commissioners of arms accounts, with whom the said agents are to settle the accounts of their agents relative to the [undecipherable] to the individuals aforesaid, and the commissioners for arms accounts shall transmit [such] remaining Certificates to the Supreme executive authority of the State in which the parties having a right to receive the same were [undecipherable] in the same manner as [directed] by the resolves of [undecipherable] of [undecipherable] of November 1780 and [undecipherable] of May 1780 in the case of regimentals appertaining to the several States.
