[To the Board of Treasury] Sept.^r 30. 1785 [Copied] --- Sep 30. 1785 Agreeably to the declaration of the Board I have entered into an [strikethrough: undecipherable] examination into the stoppages [undecipherable] made in this Office in favor of Alexander Fowler & find that on the [undecipherable] of September 1784, I [strikethrough: directed] ^writ to my [undecipherable] in Maryland that "In consequence of M^r Morris's desire I have undertaken to make a stoppage for M^r Fowler agreeable to the inclosed list, which I wish you to attend to; when it appears that the money has been stopped it will be necessary for me to give Fowler a certificate to that purport to enable him to apply to Congress for better pay than securities" — and on the 1^st of July last I received the following answer from M^r [undecipherable]: "that on the final settlement of an account of a detachment of the Maryland line under the command of Mayor Marbury at Fort Pitt, the sum of two thousand five hundred & [undecipherable] three [undecipherable] Doll was passed to the credit of the United States for the amount of goods advanced to soldiers of said Detachment by Alexander Fowler Esquire" It may be [strikethrough: improper] ^necessary to inform the Board that I cannot find M^r Morris's [undecipherable] instructions on [strikethrough: to make the stoppage the subject, but as far as I can remember, I think that M^r Fowler was directed, in consequence of an arrangement given & him by M^r Morris, & his application, to apply to] [undecipherable] tho' I think that M^r Fowler produced a Note of M^r Morris's directing him to apply to me on the occasion, which Note M^r Fowler kept in his hands — I have had many other applications [strikethrough: undecipherable] to make stoppages of a similar nature from the Army which I have uniformly refused, and should have done the same in this instance had I not received M^r Morris's direct request to do it — Inclosed is a list of the [above] mentioned stoppages made for M^r Fowler
