Pay Office New York Aug 19th 1785 —
Agreably to your request of the 9th instant I examined the Files of the late Auditor of the Army, but do not find that Lieut William Thompson made any settlement with them, wherein the State of Pennsylvania is credited with monies advanced him for the recruiting or any other service —
I find that Mr Thompson made a settlement with Mr Johnston Auditor of accounts on the 17 Jany 1783. This appears to be the only one on record except such as has been for his pay or expence on command — Mr Johnstons record is as follows — "Lieut William S Thompson of the 9th Pennsylvania Regt being charged with the sum of Fifty nine Dollars received of Mr Coulton P.Mr to the Board of War, which sum being paid, the Balance is receipt produced, the same is discharged"
The Auditors were not authorized to admit any extra charge for bounty or premiums that was advanced by any State, consequently they could not admit any credit being given by the State for monies advanced him for the recruiting service by the State — I am sensible there are very few of any instances where the Auditors have taken notice of the monies advanced by the different States to their Officers —
