[Copy] New York July 19 1785 Sir I do myself the Honor to lay before you, for your consideration, several arrangements, [portion obscured] circumstances attending these arrangements of the North Carolina line — as they did not appear to be binding against the United States and were disputed by the Officers, I have paid those Officers only who, were on the Muster Rolls and did duty, [undecipherable] any [undecipherable] allowance to the other, until I had elucidation on the subject — In the other cases where the arrangements were certain, I have followed this rule, that let the number of the men be however small, or whatever the Officers duty, that he is entitled to pay until he is regularly discharged from the service.
