Dear Sir
In the course of the business, it has been found necessary [undecipherable] [undecipherable] to make out as is at [undecipherable] often [Speed?] not clear, the Southern Lines — for the purpose you know I [strikethrough: desired] [undecipherable] you to make out in the course of your settlements with the Officers such return and to transmit it to me in this July — this return I wish you to forward as early as possible. and in the mean time I am making out another account of the charges against the Line, that I may never run of any mistake satisfy the estimate and reduce it as perfect as possible — but for want of the payments made by [undecipherable] I am unable to complete the Vergenes Line — I therefore wish you [to send?] names of the Officers [undecipherable] me a list of the charges for [subsistence?] for pay or subsistences received from him, and you well oblige one and the Line, if you transmit the list to me immediately — as it is required by [undecipherable]
Congress that the business of my office should be done, this summer, in order to promote this purpose. I wish you to give a proper notification in the papers, that you shall cease receiving any claims on my [behalf?] of [undecipherable] particular period — and in the mean time I wish also, that you would make out the accounts of your settlements with the Line as far as you have proceeded [to?] to transmit them to me, with the vouchers [Register] in such [a] state that they may be entered in the public Books — You
