In answer to your letter requesting my sentiments on a resolution of Congress of June 1 1784 — I inclose you a copy of a resolution of April 13. 1785 which in my opinion authorizes you to allow the charge of payments made by the State to the Officers & Soldiers of the South Carolina Line up to January 1 1782 such payments having been made for services which seem not been settled for by me as Commissioner of Army Accounts —
