Sir,
I have the honor to enclose an Act of the United States in Congress assembled passed the 13th instant for Negotiating a treaty of peace with the Southern Indians, and of the appointment of Commissioners for that purpose.
As it nearly concerns the peace of the Union and the safety of the frontier Settlements that this business be entered on without delay, and as Joseph Martin Esqr of your State is one of the Commissioners, I take the liberty to enclose a letter to him containing his Commission and instructions and beg leave to Request, that your Excellency will be pleased to forward it to him by the speediest and safest conveyance.
