Philadelphia Aug 9. 1785
Your favor of the 2 Inst. was handed by Capt. Elholm on the 7 Inst. On referring to the Muster Rolls of the Legion commanded by the late Count Pulaskie for the Month of July 1779, I find that Capt Elholm was then a Cornet and as those musters are the latest of that Legion in my possession, I could not think myself justifiable in granting his claim as Lieutenant. I have therefore closed his Account as a Cornet and granted him pay & from the time of entering the service to the day of his Release from Captivity as also his Commutation of five Years full pay in lieu of half pay for life. This settlement cannot affect any further claim which he may have, and if Congress should grant him the Rank of Lieutenant from the 1st of Subr 1780 the day he claims it, the balance may be settled by the Commissr. at Charleston or on his application will be settled with pleasure by
