Requests Payment for Troops under Colonel Harmar
Document 1785Asks that additional disbursements of troop pay be authorized, particularly for Col. Harmar at Fort McIntosh. Reports that the corps have been there 9 months with only 1 month's pay and if they receive their advancement, many may choose to reenlist.
[Notation in upper right corner] 45 War Office 29th April 1785. Sir I do myself the honor to inform Your Excellency and Congress that an Officer has arrived in this City from Colonel Harman stationed at Fort McIntosh to solicit some pay for the Troops under his Command. This Corps will have been in service upwards of nine months before they can be re- leived by the Troops ordered to be raised for three years. They have received one months pay only, but their necessities require that a further sum should be advanced them. If they should receive a supply of money previously to this disbursement, and thier arrearages placed upon a good footing, many of the Non Commissioned Officers and Privates would probably be induced to reinlist. The Company at West Point under Major Doughty, and a small party at Fort Pitt, under Lieutenant Sackett have the same expectations from the goodness of Congress, as Colonel Harmans Corps. I have the honor to be with the highest respect, Your Excellencys Very obt hble Servt, H Knox. His Excellency, The President of Congress.
