[endorsement: To Carleton March 29. 1785] [endorsement: John [undecipherable]'s] [endorsement: Vo[undecipherable] 2.9] [endorsement: [undecipherable: Bristoph?] Carle[undecipherable]] [29693] Savannah March 29^th 1785 My Dear Sir I did not until yesterday receive, your favor of the 14^th of January last — in respect to Major Anther's Commutation I conceive it of stands thus — if he was discharged by virtue of the resolve of the P[undecipherable] U[undecipherable] of October, the appointment he then held, will intitle him to half pay for life — because it is promised in those resolutions to all then retiring Officers — if he was discharged by virtue of the Resolve of Decem 31. 1781 — he is not intitled to [half] pay for life because it is not promised — if he continued in Service to the end of the war, he is intitled to this half pay, because it is promised, to all military Officers by the resolution of Feb.
