Annapolis 26. Feby 1785
Dear Sir
In looking over your letter which enclosed an account of the commutation due deranged officers of the German regiment, I observe you do not authorize me to Issue the certificates in particular, upon Application of the parties and as part of those contained on the list are mentioned as belonging to Pennsylvania, I am fearful to act on the subject untill you acquaint me whether I am to deliver certificates to the whole of those contained on the list, or to those only whose names appear to be included in the Maryland Quota: dare to inform me on this head as some Officers have already applied —
Jos. Howell Junr [Pr White]
P.S. In addition to what I wrote you respecting the depreciation certificate in a former letter this day, you will observe that one was obtained under the name of Fr Coomy the other under the name of John Hainy — but various circumstances leaves no doubt in the Auditors mind that it is the same person received it twice — You will therefore please to learn if these were two men in that Regiment answering to those names if not —
