Yours of the 11th Instant with the Papers of the Liquor by Capt Heard I have received, and entered into a Reexamination upon those whom you were doubtful of the propriety of their charge, and with these find more equally improper. I cannot now give you particulars as the post sets out this morning, and I have not advised with Mr Heard on the remarks made. How could you at all deduct for dead men? A Certificate should issue, and be lodged with the agent for the Merin &c — In some instances you have left them on the Returns, in others, Credited them
