We expect to move the Office by the 1 May next to New York Jos Howell Jun^r E Jackson 6.91^s Richmond Feb^y 26. 85 Dear Sir Yours of the 16 Instant with the Papers of the Legion by Cap^t Heard I have received, and entered into a Reexamination upon those whom you were doubtful of the propriety of their charge and with them find more equally improper; I cannot now give you particulars as the posts sets out this morning, and I have not advised with M^r Heard on the remarks made How could you at all deduct for dead men? A certificate should issue, and be lodged with the agent for the Heirs &c — In some instances you have left them on the Returns, in others, Credited them in the Account Current. I must for the present, deduct the Sevanth, and all not Mustered, with Reaths Gratuity, if not the pay. Those not Mustered, must to attain their pay, get a Certificate from Col. Lee shewing reasons for their not being Muster'd. You know where they are to be had, it is the principle of settlement, and the Certificate of the Officer or his oath a substitute. I shall, however, Advise you of all after the close, with reasons for any alterations that may take place. I wish you to enquire about Cap^t M^cMurray's maps. I am bound for the delivery by him, of some of them at this place — they were to be sent down last June.
