Commiss^rs in Office Jan^y 12^th 1785. Agreeable to your request, I have inclos'd a true description of two Certificates sign'd by S^r. Pierce Esq^r. Commisssioner — It appears evidently that the Certificate Number'd 28043. Originally in favour of David Adams has been altered both in value and sum that the author of the Knavery, has by some means or other erased the name of David Adams, and placed thereon Henry Dearbourn, inorder that the Certificate might (as presented) look as such, none were issued to officers of Henry Dearbourn's Rank — The other Certificate Number'd 12802 appears clearly to have been altered from the sum of 8⁷⁰ Dollar's [undecipherable] Abral Foster P^t Howell Jun^r. Dear Sir Richmond Dec^r 30^th 1784 I have sent by M^r. Dunscomb of New York who goes by the stage five hundred & fifty Certificates, signed by me as Commissioner, Number'd from 80 get to 89350 inclusive, and dated Pennsylvania January the Third 1783, the Margins of which, with the Check Letter I now inclose you, that incase of any accident in the Conveyance, you may be able to describe, and prevent any advantages being taken of them — I am Yo^s Howell Jun^r.
